The skirt is built in structured layers with two removable hoops threaded through elastic loops, and those hoops are what give the tentacles their shape and volume. The skirt's inner yoke has two rows of elastic loops built right into it, and you simply thread each hoop through those loops all the way around to hold the skirt out in that full tentacle shape. The skirt is a structured, layered piece with foam-backed tentacles, two removable hoops threaded through elastic loops, and a 44 to 47 inch length depending on your size, so it would very likely interfere with sitting in a car and operating the pedals. You can remove the hoops to reduce some of the volume, since they simply thread through the elastic loops rather than being sewn in, but the skirt itself is still a long, full piece. There is only one skirt with this costume as they are attached so you are not able to remove the tentacles.
