I will give candy to ANYONE who comes dressed in costume. ANY age. I give candy to parents out with their costumed kids. ( They love candy too!) I will give candy to the little bitty kids who refuse to keep their costume on. I will NOT give to the big kids in street clothes who are beggers.

Shanda i'm the same way with little kids sometimes later in the evening the parents walk up to the door with their child asleep on their shoulders finishing their TOTing for them it's so cute

If anyone comes to my door in a costume and says "Trick or Treat," I'll give them candy. I don't put any age limits on it either. but when you get some of these teenagers (and I don't mean to cast dispursions on teens) come to the door in street cloths, it demonstrates a lack of tradition on their part. That seldomly happens, but when it does, I usualy am a little chintsy with the candy. I give them only one piece each, but when I see good tradition observed, I'm more generous.
Without a costume, however, TOT becomes just plain begging. If it were to become a more frequent problem, I would probably require at least a face mask before anyone gets any candy. AND, I have seen plenty of very poor kids do some very creative Halloween masks from paper bags, and all kinds of junk they find on their own.

I'll be wearing a costume this year, but not a mask. As a witch I don't think I'll need one. Just a witch's hat and outfit. Maybe some black lipstick though.

That's great. As long as you honor the TOT tradition, I'll be generous and give you a piece of each candy I have. It's the non traditionalist who wears no costume who I tend to be stingy with, and only give them one piece.
A witcvhes hat, a plastic sword, a chefs hat, anything goes, as long as Halloween TRADITION is observed.

The town I live in is retty traditional about a lot of things, including Halloween. In fact, there was even legislation introduced before our sotn counsel to require the wearing of some sort of a costume, or mask in order to TOT on Halloween, but it didn't pass, mainly because our police chief wants to kill TOT.
Like I said, I don't often see TOTers who don't wear costumes. Very seldomly has anyone came to my door without a costume, but I am a stickler for TRADITION, and that sense fo TRADITION is especialy aroused during the last 3 months of the year. I realize that I must sound like I'm 100 years old when I speak about it, but that's the way I am. Some people adapt to the "modernistic" ways better then I do. I prefer to live by TRADITION.

In a way I'm glad I don't get any ToTers. Living in the inner city like I do there's no doubt my house would get tagged if I took a hard line stance like that.
Speaking of which, did you guys see where L.A. has passed a law that says new homes must have an anti-graffiti surface, or the home owner has to pledge to remove the graffiti within seven days. If they don't remove it they get fined. I don't think I've ever heard of a law that punishes the victim. This has got to be a first for the American States?

That is one very stupid law. I think the kids who get caught spraying grafiti are the ones who should be punished, IN ADDITION to having to clean it up or paint it over.
